Regional Governance

Global Regionalism
"Governance - as opposed to Government - means "control by rules, restrictions and regulations". That's a far cry from our elective, representative form of government where laws are to be passed only by elected officials – legislators – and only in pursuance of the Constitution."

We hear our local elected Representatives using the term "governance" more and more, as if they were at cocktail parties, sipping martinis and trying to sound fashionable. Though "governance" is a dangerous word for them to be using. Governance is what government does...and it implies that the rest of us are 'the governed'. This trend is unacceptable in a free society where we have government only by consent of the people.

The essay, cited above, takes a Quotations from the United Nations publication: Our Global Neighborhood - The United Nations Report of the Commission on Global Governance:

"REGIONALISM - The UN must prepare for a time when regionalism becomes more ascendant world-wide, and even help the process along.... 

"The development of global governance is part of the evolution of human efforts to organize life on the planet, . . . we are convinced that it is time for the world to move on from the designs evolved over the centuries and given new form in the establishment of the United Nations nearly fifty years ago." 


In other words, regionalism leads to world dominance by an unelected few. The U.N. has partitioned the world off into Ten regions, as mapped below.


Regionalism dissolves sovereign borders of independent states.
Beyond the international scale, we see regions within regions; which blur sovereign borders even further. 

"In my view, after fifty years of service in the United Nations system, I perceive the utmost urgency and absolute necessity for proper Earth government ... There is no shadow of a doubt that the present political and economic systems - if systems they are - are no longer appropriate and will lead to the end of life evolution on this planet. We must therefore absolutely and urgently look for new ways. The less we lose time, the less species and nature will be destroyed." --Dr Robert Muller, Assistant Secretary-General of the UN, and co-founder of UNESCO

The Governor of U.S. Region IX

Back in the Nixon years, the federal government quietly partitioned our nation off into 10 regions; and appointed councils were established to manage those regions. This act went virtually unnoticed, at the time; but today...and especially since 9/11/01...this regionalization of the 50 states into 10 regions has taken on a new significance; and has come to the attention of the Public.

Since 9/11, Federal agencies, such as  the EPA, the Department of Homeland Security, FEMA etc.  openly operate through the regional system.

It follows that, the more the 10-region system is utilized by these agencies of federal government, the less the standard 50-state system will be observed. Hence, reorganizing our nation into 10 regions threatens sovereignty of all the individual states. 

The Founders would certainly take issue with this random grouping of states; as they wrote:

The Constitution of the U.S.A; Article IV, Section 3:
"New states may be admitted by the Congress into this union; but no new states shall be formed or erected within the jurisdiction of any other state; nor any state be formed by the junction of two or more states, or parts of states, without the consent of the legislatures of the states concerned as well as of the Congress."



Hawaii is in Region IX...along with California, Arizona, Nevada, Guam, American Samoa and a smattering of other Pacific trust territories.

Each region appears to have its own Capital, going by this Map. The Capital of Region IX is Oakland, California.

I ask: "Do FEMA, EPA, HHS etc.  constitute a government? 


Good question, if I need to say so myself

While I have not been able to track down our actual regional government and/or the nature of it, I have discovered the Governor of Region IX; and it's this guy...with the big smile on his face.

I'd be smiling too, if I were governor of both The State of Hawaii and a Region half the size of the Pacific Ocean. (But, I'm not, so I'm not.)>>>> 

Though I probably should be smiling since The Constitution of the State of Hawaii; Article V; with reference to"The Executive" reads:
"The governor shall not hold any other office or employment of profit under the State or the United States during the governor's term of office."

[tsk tsk].

Our State governor, Neil Abercrombie, achieved governorship of Region IX through Executive Order 13528 issued by President Barack Obama; in much the same way that Pontius Pilate achieved his office of governorship of Jerusalem by executive order from Caesar.

Executive Order 13528 is a curious directive, and I'm not sure what to make of it. What do you think? 


We see that it establishes a "Council Of Governors." Ten governors for Ten regions.  

This Council of Governors should not be confused with the NGA--National Governors Association Center for Best Practices--the owner-opperators of Common Core. But it might be a good time to point out that, since our governor is also a member of the NGA, he is in offence of Article V, of our State Constitution, on two counts.
